After serving in local government, Young was the Director of Aviation for the state of Kansas from 2005-2013. In that position he reinvigorated the Kansas Commission on Aerospace Education, revived the Kansas Air Tour, and created the Kansas Airspace Awareness Tool, and created the Kansas Airport Law Symposium. Young authored Greensburg by Air, and, co-authored A Feasibility Study to determine if Medical Services can be Provided to Rural Kansas using Air Transportation. After his term as the Director of Aviation, Young  continued to serve Kansas aviation as the President of the Fly Kansas Foundation, a member of the Kansas Commission on Aerospace Education, and an active participant in the Kansas unmanned aircraft FAA Integration Pilot Program.
